Caption:
'Sign Of The Times': Jacques LesStrang, right, chairman of the City Hall steering committee, and John R. Laird, a committee member, are at one of four similar signs posted on the prospective City Hall site. It is a square block bounded by N. Fifth Ave. and E. Huron, N. Division and E. Ann Sts. Four other signs alert electors to that many of seven locations of city government. Those signs are at the City, Parish Hall, Municipal Court Building and controller's office adjacent to the City Hall.
